Purchasing
The Purchasing Division procures all materials, supplies, equipment, and services for the City. Authorization and procedures used for contracting are governed by specific laws of the North Carolina General Statutes, Uniform Commercial Code, and local laws and regulations.
General corporate powers are ceded to the City by General Statute 160A-11. Authority for organizing city purchasing is found in GS 160A-265. Vested by this authority, the City of Greensboro is empowered to enter into contracts for the purchase of materials and supplies. However, prior to entering into any agreement requiring the expenditure of public funds, the City must meet the following requirements:
- Compliance with all competitive bid laws
- The contract or purchase order must be covered by an appropriation
- The contract or purchase order must include a signed statement by the finance office indicating that is has been pre-auditied as required by the Local Government Budget and Fiscal Control Act (GS 159-7 through 42)
The Purchasing Division promotes and maintains competitive bidding practices as required by North Carolina Statutes and City of Greensboro policy to ensure competitive pricing and prudent use of public funds.

To remain active on the bid list, you must respond to a bid request by either submitting a bid or notifying the Purchasing Division in writing that you choose not to bid. Failure to respond may result in removal from the active bit list.
Please notify the Purchasing Division immediately of any status changes.
This application is provided as a courtesy only. A completed vendor application does not legally entitle a vendor to any particular solicitation. The Purchasing Division rotates vendors selected for the bid list.
If your company is owned and controlled by 51 percent minorities or women, your company may qualify for certification as a minority- or woman-owned vendor. Please consult the City's Minority and Women's Business Enterprise Division at (336) 373-2674 for additional information.
When responding to a request for bids, quotations or proposals, carefully read and comply with all terms and conditions of the request.
