Approved by City Council in November 2003, the Targeted Loan Pool Program was created to provide capital financing for small businesses that would typically be ineligible for a traditional loan. The $1 million loan pool consists of a City investment of $400,000 of Community Development Block Grant funds that are combined with $600,000 of private funds through nine bank partners.
