Q: Why was this area selected for annexation? A: The property developers at the time of request for City water and sewer petitioned the City for annexation. Because there are now city limits in close proximity to these subdivisions, the City has decided to process the previously submitted petitions for annexing the area. The annexation petitions covering this area came before City Council in April of 2008. The City Council continued the public hearing to its April 7, 2009 meeting.
Q: When will I receive my City garbage and recycling containers? A: If City Council approves the annexation, City crews will begin to deliver 96-gallon trash and recycling containers to residents on June 27, 2009. Along with the containers, information will be provided that details City trash and recycling services as well as collection schedules.
Q: What will my trash and recycling pickup days be? A: This area will have Friday collection and the first collection day will be July 3, 2009.
Q: What is going to happen with my water and sewer bill? A: If your bill is dated July 1 or after, you will be charged the inside-city rate even though water may have been used before annexation. That inside rate is half what the rate is for people living outside the city. If your bill is dated before July 1, the rate will be the outside-city rate or what you’re currently paying.
Q: When do I have to pay taxes? A: Property tax bills are mailed by the Guilford County Tax Office in July. The bill reflects the cost of services delivered to property owners from both Guilford County and the City of Greensboro. Property tax bills are due by a date near the end of 2009; the bill itself will have the exact date.
Q: What is the proposed Greensboro zoning designation in my area? A: The proposed Greensboro zoning district for this area is Residential Single Family–12 (RS-12). The Zoning Commission will review and make a recommendation for RS-12 at their May 11, 2009 meeting. After that meeting, the recommendation will go to City Council and be discussed at its June 2, 2009 meeting.
Q: Will my zip code change and will I use the same city name in my mailing address as before annexation? A: Your zip code will not change and you may use the same city name as before.
Q: Will annexation change my children’s school district? A: No, the Guilford County School Board determines attendance zones. Annexation will not change the school district in which you are located.
Q: What are the financial impacts of annexation? A: Annexation-related costs and savings will vary among property owners, but the following information should apply to most people:
- All annexed property owners will pay City property taxes and will continue to pay general County property taxes. The current City tax rate is 63.5 cents per $100 of property valuation.
- Annexed property owners will no longer pay the fire district portion of County property tax.
- City property taxes are deductible on federal and state tax forms for those homeowners who itemize deductions.
- If you are already receiving City water and sewer services, the rate will be reduced by one-half after you are annexed.
- Residents in single-family homes receive trash, recycling, yard waste, bulk trash, and appliance pickup from the City. The cost of these services is included in residential property tax bills.
- If applicable, City vehicle taxes also will be due.
- If you are 65 or older, or if you are totally disabled and your income is $18,800 or less, you may apply through the federal Homestead Act to have your property tax reduced.
Q: What benefits do I get from being annexed? A: The benefits of annexation include:
- Improved police and fire protection services.
- Improved street maintenance services for public streets.
- The opportunity to fully participate in the Greensboro community, including voting in City elections.
- Recycling, yard waste, bulk trash, and appliance pickup, along with use of the Household Hazardous Waste Collection Center.
