Fiscal Management

The primary function of the Resource Management Division (RMD) is to coordinate and advise on the use of departmental resources in such a way that supports the overall mission of the agency and the Chief's work plan. Specifically, the RMD develops and implements the department's budget and monitors spending across the agency. This includes advising other work groups and the Chief on fiscal matters and providing substantive assistance in the procurement of goods and services. The Division coordinates grant applications and establishes system controls to ensure compliance with prescribed award criteria. Facilities Development and Management
The RMD also serves as a primary component in all issues requiring research and development. This includes the coordination of special research committees that provide assistance to executive staff on important departmental matters, such as training, safety, employee selection, and other issues that contribute to the agency’s professional capacity. Logistics and Fleet
The RMD provides for the uniform and equipment needs of agency personnel. This entails the warehousing, distribution, and inventorying of departmental assets, as well as capital control and surplus activities. The Division coordinates with the City's Equipment Services and Technical Services divisions to support its fleet and technical equipment needs. Specifically, the Logistics Section of the RMD functions as a full-service equipment depot to support the operational needs of the agency. Personnel Management
The RMD is responsible for coordinating all activities associated with the function of Human Resource Management. This includes coordination of the employment process for all positions within the agency, the development of hiring practices that support employment of a workforce that represents the community, and the application of all personnel policies. The RMD coordinates worker compensation claims, leave maintenance procedures, compensation matters, and benefits issues.
