Regulatory Issues
The North Carolina Department of Environment and Natural Resources (NCDENR) oversees all aspects of the White Street Landfill at the state level. The Environmental Protection Agency (EPA) regulates landfills at the federal level. Greensboro's landfill meets or exceeds all standards set by the government. All areas of the White Street Landfill and operations are regulated, including the siting, design, construction, operation, closure and post-closure aspects, surface water, storm water, land quality, sedimentation, land quality control, and underground storage tanks.
The specific rules can be found in the North Carolina Administrative Code: Title 15A Chapter 13B. Air quality is monitored daily by staff at the landfill using gas monitoring equipment. Gas migration is monitored through a system of vertically drilled wells strategically placed around the waste mass. These wells are tested quarterly by the landfill staff. Groundwater is tested semi-annually by an independent consulting firm. All test results are sent to NCDENR for review. The reports are public documents and can be reviewed between 8 am - 4 pm, Monday through Friday at the landfill.
