Homelessness Prevention Rapid Re-Housing Program (HPRP)
On March 13, 2009, the Greensboro Department of Housing and Community Development submitted an application for a three-year Homelessness Prevention Rapid Re-Housing Program (HPRP) grant from the US Department of Housing and Urban Development's stimulus program. Awards will be made by July 2, 2009.

If the application is approved, the City will administer a $787,141 grant to nonprofit agencies who assist the homeless or people at great risk of homelessness as the result of a housing crisis from job loss, illness, family trauma, or other event-driven circumstances. Community Development Block Grant - Recovery (CDBG-R)

The American Recovery and Reinvestment Act of 2009 (Recovery Act) includes $510,817 in Community Development Block Grant Recovery (CDBG-R) funds to support a broad range of housing and community development projects in Greensboro that are “shovel-ready,” meaning ready to go as soon as possible.

Guidance for CDBG-R funding and its application process were provided through a HUD Notice signed May 4, 2009. In that notice a deadline of June 5, 2009 was given for submitting a CDBG-R spending and activities plan to HUD.
 
At the Community Resource Board public hearing on May 21, the CRB heard comments on possible projects and then approved a recommended list of selected projects that could be completed quickly and that would make a positive community impact.

On June 2, the Greensboro City Council approved authorizing application for CDBG-R funds by approving the Substantial Plan Amendment as proposed. View the Council Agenda item which included proposed projects and authorization of the FY2008/09 annual plan amendment.

Neighborhood Stabilization Program – Round 1 (NSP-1)

Under the federal Housing and Economic Recovery Act of 2008 (HERA), approximately $52 million dollars was allocated to North Carolina and awarded through a competitive process to municipalities and nonprofits for the purpose of mitigating the negative effects of foreclosures. The City of Greensboro was awarded $2.5 million in project funds and $125,000 in administrative funds to carry out a mitigation program to include:

  • Homebuyer purchase assistance
  • Acquisition and rehabilitation or new construction
  • Permanent supportive housing.

On July 21, 2009, the Greensboro City Council approved an amended plan and budget for the program. View the NSP-1 Plan, which includes program descriptions, qualification elements, program budget and area map.
