Development (HCD) administers approximately $12,000,000 annually in federal, state, and local funds. These funds enable the Department to offer a diverse mix of programs and services, including homeownership assistance, neighborhood revitalization, business development assistance, lead paint hazard reduction, historic preservation, and housing development and rehabilitation. While a majority of the funding available through HCD targets persons who earn low to moderate incomes, the goal for all funding allocated through the Department is to deliver products and services that have a positive impact on the entire Greensboro community.

Developing the Annual Plan
Each year HCD staff members work under the direction of the Community Resource Board (CRB) to develop an Annual Plan. The Annual Plan outlines how the City proposes to use the funds entrusted to the Department. During a typical year, the CRB will review needs and ongoing project commitments and then instruct staff to develop a Request for Proposals (RFP). Citizens are invited to participate in developing the Annual Plan by submitting proposals in response to the RFP, and by attending CRB public hearings and work sessions. The CRB works from December through April each year to develop a budget and funding plan to recommend to the City Council. In May, staff forwards the CRB’s recommendations to City Council. The City Council considers the recommended plan in a public hearing, votes on the plan, and directs staff to submit the plan to the Department of Housing and Urban Development (HUD). 
How Can I Participate in the 2010 Annual Plan Process?

Greensboro residents are invited to participate in all aspects of developing the Annual Plan. The CRB (2010 Roster) meets monthly (unless a change is announced) on the third Thursday at 3 pm in the Plaza Level Conference Room of the Melvin Municipal Office Building, 300 W. Washington St.

I Have a Project in Mind – Can it be Funded?

The CRB establishes each year’s funding priorities based on a number of factors. The board considers how much money HCD anticipates receiving from various funding sources, and how much of that amount will need to be reserved to cover mandated expenses (debt service, commitments made in past years). Members then look at priority needs, emerging community needs, and gaps in the types of services that are funded through HCD. This exercise helps the CRB develop an estimate of funds that will be available for new projects and determine whether to request proposals and how to do so.
