What is a Consolidated Plan?
A consolidated plan is the first step in applying for and receiving federal money for housing and community development programs. The City of Greensboro must submit a consolidated plan every five years to illustrate to the US Department of Housing and Urban Development (HUD) not only the housing and community development needs in the Greensboro area, but also a coordinated plan to meet those needs. As the lead agency responsible for developing the city’s consolidated plan, HCD is submitting this consolidated plan as an application for funding for the following federal programs: • Community Development Block Grant Program (CDBG) • HOME Investment Partnership (HOME) • Emergency Shelter Grant (ESG) The consolidated plan establishes a unified, coordinated vision for community development actions for the upcoming five years. Key elements of this consolidated plan are its emphasis on resident participation and the collaborative nature of the process. Greensboro uses the input from residents and its community development partners to determine its housing and community development needs, to develop strategies for addressing those needs, and to undertake specific actions consistent with those strategies. The Greensboro ConPlan was developed through an extensive process that included detailed analysis of trends and data, a review of adopted City plans and policies, ongoing stakeholder consultation, broad public engagement efforts, and review of City Council strategic priorities. This process ended with a presentation to City Council during a public hearing on August 2. The 160-page Consolidated Plan has also been summarized in a two-page Fact Sheet.
