Funding Source & Background
The HOME Program, established by Congress in 1990, provides funding for multi-year housing strategies for "participating jurisdictions" (PJs) to provide more affordable housing through block grants. The City of Greensboro is the PJ for the Greensboro/Burlington/Guilford County/Alamance County HOME Consortium. Each member of the HOME Consortium receives a percentage of the total annual grant based on a HUD formula.
Program Description
HOME funds are reserved for people at or below 80 percent of Average Median Family Income ("AMFI") for an area. HCD awards available funds through an application process for HOME eligible projects for non-profit and for-profit developers / agencies. All of these projects must be for HOME Program eligible recipients.
HOME regulations allow for a variety of housing activities, all aimed at providing safe, decent affordable housing to low-income families. HCD has allocated funds to grantees in four basic housing activities:
American Dream Downpayment Initative (ADDI) Homebuyer Assistance Program
Rental Housing Development Program
Single Family Housing Developments
