Development Opportunities through Requests for Proposals

The City of Greensboro typically awards funding for the development of affordable housing through a Request for Proposals (RFP) process. 

The City tries to allocate housing resources according to the priorities listed in the City's adopted Five Year Strategic Plan for Housing Activities and the Connections 2025 Comprehensive Plan. The City also works to fund proposals that are well thought out and adequately financed. As a result, all proposals are evaluated according to a point ranking system to prioritize projects.

Eligibility

All proposed projects must be located within the Greensboro city limits or be eligible for annexation and agree to be annexed into the City limits. Any for-profit or non-profit organization or developer may apply. The applicant must also be the owner of the project.

A church or primarily religious organization may own projects assisted through this program as long as the units developed are available to all persons regardless of religion.

Non-profit organizations planning to apply for Community Housing Development Organization (CHDO) funds must submit an application for eligibility. Organizations must have their eligibility application approved and be certified by the City Attorney's office prior to award recommendations by the Community Resource Board.

All projects must comply with federal program rules that govern awarded funds, including the HOME Investment Partnerships Program (HOME), the Community Development Block Grant Program (CDBG), and all applicable City contracting and development policies, including the Minority and Women Business Enterprise Plan for Construction, Procurement and Professional Services.
