Homelessness Prevention Assistance

The City of Greensboro offers grants each year to Greensboro-based agency members of the Homeless Prevention Coalition of Guilford County (HPCGC) through a Request for Proposal (RFP). The RFP is usually issued in February for projects beginning in July. By limiting City funds for homeless services to members of the Homeless Prevention Coalition, the City encourages new organizations to participate and partner with existing organizations to help reduce homelessness.

The City has three main objectives in its homelessness prevention strategy: 

  1. Prevent foreclosure or eviction for people who are currently housed;
  2. Provide options for people who have lost their housing and / or those who need additional support to maintain housing; and
  3. Provide information and referral services to those who need affordable or accessible housing.

The City requests proposals for homeless services in the following areas:

Shelter Operations: Funds are to be used for the operational costs of an emergency or transitional shelter program. 

Emergency Assistance: Funds are to be used for direct emergency assistance to clients for past due rents and utilities, rental and utility deposits, and payments to prevent foreclosure for eligible residents.

Rental Vouchers: Funds are to be used for rental support for clients under case management by the Grantee. Case management should meet the requirements defined by the City and the Homelessness Prevention Group.

Housing Information and Referral Services: Funds are to be used for operational support or program support for housing information and referral services.

The Homeless Prevention Coalition of Guilford County plans for services through a county-wide Continuum of Care Planning Group. Specific Greensboro objectives for homelessness prevention are shown in the Five-Year Strategic Plan. Development opportunities for new units are available under the Affordable Housing Development RFP process.
