Housing Rehabilitation Programs

The Department of Housing and Community Development offers programs for housing rehabilitation, rental property improvement and lead-based paint hazards.

Homeowner Housing Rehabilitation Program

The Homeowner Housing Rehabilitation Program works to help low and moderate income homeowners fix their homes. It will take care of all major housing code and structural problems, making your home safe and comfortable for many years. Loans are offered through this program.

Rental Housing Improvement Program (RHIP)

The Rental Housing Improvement Program (RHIP) offers low-interest, deferred loans to rehabilitate rental proerty (seven units or less). The program provides repairs for purchase/rehab project assistance for 25 percent of total redevelopment costs and rehab project assistance for 50 percent of rehab costs.

Contractors

The Department of Housing and Community Development has an ongoing need for participation by local, qualified contractors in the department's housing rehabilitation programs. The goal is to improve nearly 20 or more units each year using Community Development Block Grant (CDBG), HOME, and other funds.

Other Rehabilitation Programs

The City offers Emergency Repair, Lead Hazard Control, and other rehabilitation programs by other organizations. Lead Hazard Control partners work to identify and control lead hazards in eligible housing through inspections, risk assessments, contracts for specialized cleaning, lead remediation and abatement, and clearance testing.
