The City of Greensboro has a centralized program of human resources administration consisting of eight functional divisions / sections. A brief description of each major area is identified below:

Administration and Policy
The Human Resources Department provides a comprehensive program of support services and consulting to all departments and agencies. In conjunction with employee committees, the department provides a varied program of employee relations activities, including a variety of employee oriented publications, employee recognition and awards programs, ongoing communications programs, and individual professional consulting with employees/supervisors experiencing problems on the job.

Consulting Services and Special Projects Division

The special projects section focuses on departmental and Citywide strategic initiatives and programs. These include developing a program of client services, quality assurance, and departmental performance management processes. Other initiatives include HR performance tracking & HR metrics, auditing Citywide compliance with HR policies, succession planning, and looking ahead to future initiatives including internship/executive fellows program, e-recruiting, strategic diversity staffing, and other areas as may be defined by City management.

Compensation and HRIS Division
The goals of the compensation program are to support the City’s business strategy, reinforce organizational policy and structure, and enhance the desired culture of the organization.

Employee compensation is administered in a fair and systematic process in accordance with the employee’s work performance and the requirements of the specific job. The City’s job evaluation program and pay structures are designed to be externally competitive with other organizations that compete with the City for employees, and internally equitable among all positions based on the relative level of duties and responsibilities. The program operates on the principle that individual performance is the basis for salary increases within the established pay ranges.

The HRIS component has the primary responsibility for administering the City’s Human Resource Information System (HRIS) as part of an enterprise resource planning team with ERP, MIS, and Finance. Major areas of responsibility include reviewing and confirming all payroll transactions, authorizing employee security, training City staff in the functional uses of HRIS, filing required Federal and State reports (monthly, annual and biannual), and employee personnel records (creation, maintenance, imaging, storage, and retention).

Benefits Division

The City employs more than 2,800 full-time, 200 part-time, and up to 1,000 temporary and seasonal employees. The Benefits Division is responsible for developing and administering a comprehensive program for employees and their families, as well as coordinating the provisions of benefits through third-party providers.

Recruitment, Staffing, and Employment Services
The City’s Employment Office is responsible for organizing and coordinating the recruitment, initial screening, and selection processes for all positions (except sworn police officers and temporary events staff at the Coliseum), as well as coordinating the City’s Affirmative Action / Equal Employment Opportunity program. The goal of this section is to attract qualified applicants and assure equal opportunity employment for all citizens without regard to age, race, gender, color, national origin, religion, or disability or sexual orientation. Information on current announced vacancies can be found on the City’s Employment Page.

Learning and Development Division

Learning and Development's mission is to provide opportunities for employees to achieve exemplary performance through quality learning experiences and organizational development. The vision is to be the organization's preferred and most reliable source for learning and organizational development activities, programs and resources by providing customized training for work groups, retreats, meeting facilitation, team building. The division also manages all employee relations functions and services including formal grievances, employer/employee complaints, dispute resolution, and claims of discrimination. This section is also responsible for creating and maintaining the City's internal (Intranet) and external (Internet) site for the Human Resources Department.

Employee Health and Safety Division

Employee Health and Safety encompasses an extensive program of job specific occupational and work place safety training. Additional components of this program include assessing equipment functionality and safety, evaluating accidents and accident history, administering the Workers’ Compensation program, and other support services designed to enhance City employee safety and help ensure a healthy work place environment. The City’s Medical Services unit provides both pre-employment and periodic (Public Safety) physical exams for employees, as well as health screenings, periodic shots and medical referrals, and clinic visits. This unit is also the internal referral unit for employees in need of the Employee Assistance Program (EAP) and provides a variety of healthy lifestyle educational activities, programs, and screenings.
