Employee compensation is administered in a fair and systematic process in accordance with the employee’s work performance and the requirements of the specific job. The City’s pay structure is designed to be: 1) externally competitive with other organizations that compete with the City for employees, 2) internally equitable among all positions based on the relative level of duties and responsibilities, and 3) based on the principle that individual performance is the basis for pay increases within the established pay ranges.

The job evaluation program is designed to ensure internal equity among all types and levels of classifications in all City departments and agencies, as well as to ensure external competitiveness to relevant labor market salaries paid for similar work.
