Kick Off MeetingThe planning effort for South Elm Street was launched in January 2004 with a kickoff event attended by more than 150 people. Participants discussed many issues during this event, ranging from ways for everyone to stay involved and connected during the planning process to visions of what uses and features should be included in the future development.

A Community Advisory Team (CAT) was formed to guide the planning and development process. The South Elm Street Redevelopment Plan was adopted by City Council in February 2007. The plan describes actions necessary to create a vibrant, mixed use development district for this seven-acre site.

The City received grants from the Environmental Protection Agency (EPA) and the US Department of Housing and Urban Development (HUD) for environmental assessment and redevelopment activities in the South Elm Street area. This site was designated a “brownfield” area because of environmental contamination. About $1.2 million in EPA funds have been spent on site assessment and remediation alone.
