The Metropolitan Transportation Improvement Program (MTIP) is a detailed list of transportation projects that have federal and state funding. The MTIP is a federally required planning document consistent with the State Transportation Improvement Program (STIP). The MTIP shows the funding schedule for highway, public transportation, rail, bicycle, and pedestrian facilities in the MPO area.
The MTIP is intended to inform the public about transportation project schedules and the MTIP development process, and to provide the opportunity to interested residents to submit comments. All comments are given consideration and are included with MPO comments to NCDOT.
Projects in the MTIP include those developed through the MPO's ongoing Priority Needs Process. The projects reflect those identified in the MPO's Metropolitan Transportation Plan (MTP). The 2040 MTP is amended to reflect newly developed projects or changes to existing projects.
2018-2027 Metropolitan Transportation Improvement Program
NCDOT released the Draft 2018-2027 STIP in January 2017 and the Board of Transportation adopted the TIP at its November 2017 meeting. The STIP lists projects selected for funding and schedules for right-of-way and construction. The MPO developed the 2018-2027 Metropolitan TIP (MTIP) and was adopted by the Transportation Advisory Committee on November 2, 2017. The MTIP includes projects in the STIP, but only the projects in the Greensboro Urban Area.
2016-2025 Metropolitan Transportation Improvement Program
The MPO has developed the Greensboro Urban Area 2016-2025 MTIP based on the 2016 STIP. The projects were identified through the Strategic Prioritization Process which was created in 2009. The process is performance based and includes an evaluation of all modes as well as local input through the MPO. In 2013, the Strategic Transportation Investment Act (STI) was passed by the General Assembly. STI revamped the measures used in the Strategic Prioritization Process establishing funding tiers (Statewide, Regional, and Division) and allocations across all modes.Strategic Transportation Investment Act
In 2013, the North Carolina General Assembly created the Strategic Transportation Act (STI) and it was signed into law by Gov. Patrick McCrory on June 26, 2013. NCDOT's Prioritization Office (SPOT) will develop the prioritization process and formulas for all modes of transportation projects in the State Transportation Improvement Program (STIP).
