Two City Employees Named Winners of Government Improvement Awards

2017 Government Improvement Award WinnersCity employees Elizabeth Carter and Tori Carle were honored today as the first ever winners of the Tom and T. Cooper James Government Improvement Awards, which recognize City of Greensboro employees who have devised innovative and impactful solutions that improved City’s services or productivity.

Each will receive a $2,500 prize, provided by Tom and T. Cooper James, local commercial real estate developers who sponsored the awards.

Carter, a help desk services analyst with the Information Technology department, earned the Impact Award for a mobile phone program she created. Previously, outdated City mobile phones were sold in bulk at auction for small amounts of money. She recommended selling the phones to online retailers through a competitive bid process. The program brings the City about $13,250 in revenue per year.

Carle, the waste reduction supervisor for the Field Operations department, earned the Innovation Award for Operation Bed Roll. The program used a creative way to spread the message that plastic bags cannot be recycled in the city’s residential recycling program and can get tangled in sorting machinery at the recycling center. Operation Bed Roll resulted in an estimated 150,000 plastic bags being diverted from the landfill and has taught thousands of residents to reuse bags to create bed rolls, which have been distributed to local homeless residents.

“Both women came up with unique solutions to everyday problems. They show that doing things a little differently can have a big impact,” said Tom James. “We’re proud to honor them, and hope they will stand as an example for other employees to find new ways to improve government operations and services.”
