Facts Related to 2008 Annexations
The 2008 annexation cycle for the City of Greensboro included 12 annexations initiated by the City and numerous others initiated by property owners.
The cycle included both city-initiated annexations (CI) and annexation petitions in close proximity; however, by far the largest area (80+ percent) is in the CI areas. What is the difference? City-initiated annexations have many more procedures to follow, with required resolutions, reports, mailings, public meeting, public hearing and ordinance adoption steps.
The public process for the city-initiated annexations began on September 4, 2007 with Resolutions of Intent presented to City Council and ended on June 30, 2008, the effective date of the annexations.
For this annexation cycle, the City focused on areas where City services were either within or in close proximity to affected areas. Some of the services given special attention on this review were water and sewer, fire, police, solid waste, parks and libraries.
The city-initiated annexations included 12 separate areas that total about 4,490 acres (seven square miles), with 3,960 dwelling units and a population of about 10,144. Eighty to 90 percent of the annexation area and affected population is in the northwest. These annexations were the first city-initiated annexations in three years.
Combined city-initiated annexations and annexation petitions include slightly more than eight square miles.
During the 2008 annexation cycle, City Council delayed action for annexing three subdivisions on Millstream Road. Those subdivisions were Whitehurst Village at Millstream, Hartwood Village at Millstream, and Laurel Park. City Council will discuss the annexation of these areas at their April 7, 2009 meeting to be held at 5:30 pm in the City Council Chambers, Melvin Municipal Office Building, 300 W. Washington St.
If approved, the annexation of these three subdivisions would become effective on June 30, 2009. The City's fiscal year runs from July 1 through June 30. When annexation takes place on June 30, the following process occurs:
- January 2009 - Property owners list their taxable real and personal property with the Guilford County Tax Office, which also handles all tax billing and collection for the City.
- June 30, 2009 - Effective date of annexation. City services begin.
- July 2009 - Property tax bills are mailed by the Guilford County Tax Office. The bill reflects the cost of services delivered to property owners from both Guilford County and the City of Greensboro.
- January 5, 2010 - Last date to pay property taxes without being charged interest.
