Housing & Community Development
 The Housing and Community Development Department (HCD) is responsible for the City's neighborhood planning and revitalization, affordable housing, and historic preservation programs. The department provides low interest loans and grants to help homeowners and investors repair housing units, including lead remediation and emergency repairs.
In addition, HCD provides assistance to non-profit and for-profit housing developers for construction and renovation of affordable housing. Non-profit agencies also receive assistance for homeless prevention and transitional housing services.
