City Finalizing State-Requested Application for Proposed Workforce Governance Realignment

Post Date:07/18/2026 4:00 PM

This week, the City of Greensboro submitted a Letter of Intent to the NCWorks Commission and is finalizing the State-requested application for consideration of a proposed governance realignment for the Guilford County Workforce Development Area.

The proposed change is intended to create a governance structure that better reflects the increasingly regional nature of the local economy while continuing to provide high-quality workforce development services to job seekers, employers, and community partners.

As the administrative entity for the local workforce development area, the City is finalizing the application at the request of the North Carolina Department of Commerce as part of the State’s established review process.

The proposal would transition administrative oversight of the local workforce development area to the Piedmont Triad Regional Council (PTRC) while continuing workforce development services for job seekers, employers, businesses, and community partners throughout Guilford County.

Submission of the application will initiate the State’s formal review process and does not constitute approval of the proposed governance realignment. The NCWorks Commission will review the application, and additional approvals and required actions would be necessary before any governance transition could occur.

If the application is approved and all required actions are completed, the earliest any transition could take effect would be Oct. 1.

GuilfordWorks and its staff will continue normal operations throughout the State’s review process, and workforce services for job seekers, employers, businesses, and community partners will continue without interruption.
