Project History

In August 2022, the City of Greensboro was awarded a federal Economic Adjustment Assistance Grant from the Economic Development Administration to assist in funding a study of the Highway 421 area that would support economic growth spurred by the Toyota electric vehicle battery plant at the Greensboro-Randolph Megasite.

Toyota has since announced a total investment of approximately $13.9 billion and job creation of more than 5,000 at the facility. The City extended water and sewer lines to serve the megasite.

The City released a Request for Proposals in October 2022 and selected a consultant team led by Freese and Nichols Inc. to execute a land use study and site suitability analysis of the area.

In March 2024, the draft Highway 421 Land Use Study was released to the public for review and comment. Over 1,000 survey responses were submitted. The topics most frequently cited were related to Annexation, Schools, Open Space, and Transportation. The draft was revised based on feedback received and the final version of the Highway 421 Land Use Study was released in July 2024.

Completed Study

The Highway 421 Land Use Study seeks to:

  • Provide specific guidance for decisions related to development and the provision of services within the area.
  • Investigate existing and future use of properties located north of the Greensboro-Randolph Megasite.
  • Maximize job creation in the area, particularly focusing on high-end employment in related technology and automotive manufacturing industries.
