In 2023, the Greensboro City Council commissioned a disparity study to analyze procurement practices and assess the access minority- and women-owned businesses have to compete for City contracts in construction, professional services, goods, and other services.

The 2024 Disparity Study for the Minority and Women's Business Enterprise Program was presented to the City Council in February 2025.

Background

A previous disparity study, concluded in 2012, resulted in the Minority and Women's Business Enterprise Program Plan, which went into effect in 2014 and was amended in 2019. A new plan is currently under development.
