The Community Safety Department's Law Enforcement Assisted Diversion (LEAD) program provides an opportunity for Greensboro Police Department (GPD) officers to divert people whose offenses stem from addiction into support services instead of the justice system. 

The program is run through the Community Safety Department in close collaboration with the GPD. Program participants come directly from GPD referrals. 

 How LEAD works:

  1. Referrals: LEAD staff receive a referral from law enforcement of someone whose offences stem from substance use as a way to divert them from the justice system and into support services to address the underlying issues.

  2. Assessment: LEAD staff complete an assessment with a participant and establish goals for them to achieve. Staff then make referrals to the appropriate service providers. 

  3. Connecting to Resources: Referrals to Guilford County programs include help with housing, education, employment, substance abuse, and harm reduction.
  4. Case Management: LEAD staff monitor a participant's process through case management appointments and treatment meetings throughout the LEAD process.

The Goal of LEAD is to reduce criminal recidivism, which improves public safety. Upon satisfying treatment recommendations of LEAD, a participant isn't charged for the incident that lead to the original referral.
