Public Infrastructure Bonding

housing-development-gifIn accordance with Ordinance 30-4-20private entities are required to provide a financial surety for incomplete public improvements prior to the final plat approval to guarantee that privately constructed public improvements are completed within a specified period of time.

Our office (Engineering) manages the surety bonding of public improvements for roadway structures, water lines, sewer lines, and sidewalks during the City’s review of subdivision plats.

Engineering reviews subdivision plats for planned public improvements and requests for those improvements to be either built or bonded based on approved TRC construction plans.

Engineering Plat Review and Bonding Procedure for uncompleted public infrastructure:

  • A subdivision plat is submitted for review through the Plan Review portal.
  • Engineering requests an engineer's estimate for all uncompleted public improvements.
  • Engineering calculates the surety amount to secure the completion of the public improvements.
  • The developer submits the surety to Engineering in the form of a Subdivision Bond, Letter of Credit, or certified check.
  • Engineering’s portion of the plat review is approved once the surety is received.
  • Once the public improvements are completed, an engineering inspector issues a final inspection report.
  • The developer agrees to warranty his work for one year by submitting an affidavit.
  • Engineering will release the surety and return it to the developer after the warranty Affidavit has been received.
