• Household income must be below 60% of the area’s median income.

• Must fully own their property and the person applying must be listed on the title.
• Must have lived in and owned the home as their main residence for at least five years.
• Cannot own other real estate.
• Property taxes, city water/sewer bills, and any code enforcement fees must be up to date or on an approved payment plan.  

• Must be residential homes located within the City of Greensboro.
• Single-family homes are eligible, with some limits:
  • Townhomes and condominiums – only systems the homeowner is responsible for can be repaired.
  • Manufactured homes – must be on a permanent foundation and owned outright.
• Property value must not exceed the annual HUD limit based on current tax value (ex. 2024 = $247,000).
• Homes in flood zones must have flood insurance if using federal funds.
• Must be safe with no environmental hazards for staff and contractors to work on.
• Homes built before 1978 will be checked for lead paint if renovations disturb painted surfaces.
• No untreated infestations (bedbugs, roaches, vermin).
• Excessive clutter or debris blocking inspections or repairs must be cleared by the homeowner.
• Homes with existing city repair orders must be brought close to compliance so grant work can bring the home fully into compliance, and the homeowner must intend to continue living there.
• All properties must:
  • Have smoke and carbon monoxide detectors
  • Have visible address numbers
  • Bath or Kitchen Ground-Fault Circuit Interrupter (GFCI) outlet replacement safety measured installed to code
  • Permits to be pulled for necessary trades 

All properties will receive smoke and carbon monoxide safety measures to meet code. Eligible system repairs include:

• Roof repair or replacement
• HVAC repair or replacement
• Electrical or gas system repair or component replacement
• Plumbing or hot water system repair or component replacement
• Structural system failure
• Fire safety installation or replacement
• Foundation structural repair
• Flood danger mitigation
• Tree danger mitigation – limited scope

Please note:

• Mold removal is only covered if it is small, localized, and caused by a leak being repaired.
• Asbestos removal is only covered if it is small, localized, and part of an approved repair.
• General weatherization is only covered if it is part of an approved repair.

After repairs, properties cannot be left with a major code violation. For properties that have additional major violations, other partner program resources will be tapped, or a property may be denied for this program.

Program funds are limited to three eligible systems and a maximum of $20,000. Homeowners are eligible for one repair grant in a 10-year period.

Installation of battery-powered smoke and carbon monoxide detectors or required GFCI outlets do not count as a 'system.'

The City of Greensboro’s Home Repair Program isn’t currently taking applications. If a house is built before 1978, it is recommended to apply for the Lead-Safe Program first.
