Sale and Development of Glenwood Area Properties Request for Interest

The City is launching a two-stage process for the sale and development of properties in the Glenwood Reinvestment Area. A Request for Interest (RFI) has been issued for qualified developers community organizations, or other interested parties for the sale and redevelopment of properties at 1417 Glenwood Ave., 1115 Grove St., and 1104 W. Florida St.

The second stage of Request for Proposals is limited to the parties that submitted Letters of Interest by the January 30 deadline.

Home Repair Program Partner Agencies
The City has a current case list of approximately 75 applicants for Home Repair GSO program services. All projects are located within the Greensboro city limits. The current funding source for the program is local 2016 Housing Bond funds, however, federal Community Development Block Grant funds may be used in the future. Funding limits, allowable scope of work, and administrative cost limits are detailed in the Home Repair GSO program guidelines.

Wanted: Non-profit organizations with a documented track record of success, and who are currently operating home repair programs to provide assistance to low- to moderate-income homeowners.
Why: To help homeowners with the limited scope repair of their property in accordance with the Home Repair GSO program guidelines.

Affordable Multifamily Development RFP
The City seeks proposals from eligible nonprofit or for-profit developers/organizations for affordable multifamily housing development gap financing. Eligible activities include the development of new rental housing units, rehabilitation of existing rental housing units, conversion of non-residential buildings to rental housing use, or any combination of these.

Proposals were due on March 2.

Lead Hazard Control and Healthy Homes Grant
The City of Greensboro's Housing and Neighborhood Development Department requested proposals from certified firms to provide asbestos, radon, and combination lead inspections and risk assessments, and clearance testing for approximately 65 to 85, pre-1978 homes per year for all City housing rehabilitation programs.

Responses were due on Thursday, February 26.

CHDO Reinventing the Starter Home RFQ
The City of Greensboro sought to engage qualified Community Housing Development Organizations (CHDO) in the design and development of single-family and small-scale attached housing projects that demonstrate new ways to meet housing demands of first-time homebuyers in neighborhood reinvestment areas.

Stage One submittal deadline was August 14, 2025.

Nussbaum Housing Partnership Fund RFP
The City of Greensboro’s Community Safety Department requested proposals to provide supportive services to residents who are homeless or at imminent risk of homelessness.

Applications were due by 5 pm, Thursday, June 12, 2025.

Community Development Block Grant RFP

The City of Greensboro Community Safety Department sought proposals to provide emergency shelter to households experiencing homelessness with federal Community Development Block Grant (CDBG) funds.

Responses to this RFP were due on April 25, 2025.

Permanent Housing and Support Programs RFP

The City of Greensboro Housing & Neighborhood Development Department sought proposals to provide rapid rehousing, tenant based rental assistance, short-term rent, mortgage and utility assistance, and permanent housing placements with federal Emergency Solutions Grant (ESG), and Housing Opportunities for People with AIDS (HOPWA) grant.

Responses to the ESG RFP and the HOPWA RFP were due on April 4, 2025.

 

If the City uses federal funds for any project, then organizations must also comply with all required federal construction terms and conditions and additional review processes.
