CHDO Reinventing the Starter Home RFQ
The City of Greensboro is seeking to engage qualified Community Housing Development Organizations (CHDO) in the design and development of single-family and small-scale attached housing projects that demonstrate new ways to meet housing demands of first-time homebuyers in neighborhood reinvestment areas.

Deadlines:
July 10 - CHDO certification requests due
July 17 - Prototype design feedback requests due
July 24 - Online questions due

Stage One submittal deadline was August 14.

Home Repair Program Partner Agencies
The City has a current case list of approximately 75 applicants for Home Repair GSO program services. All projects are located within the Greensboro city limits. The current funding source for the program is local 2016 Housing Bond funds, however, federal Community Development Block Grant funds may be used in the future. Funding limits, allowable scope of work, and administrative cost limits are detailed in the Home Repair GSO program guidelines.

Wanted: Non-profit organizations with a documented track record of success, and who are currently operating home repair programs to provide assistance to low- to moderate-income homeowners.
Why: To help homeowners with the limited scope repair of their property in accordance with the Home Repair GSO program guidelines.

Winter Sheltering RFP
The City of Greensboro’s Community Safety Department requested proposals to provide winter sheltering services for individuals experiencing homelessness with local Nussbaum Housing Partnership funds.

Responses to the Doorway Project RFP and White Flag RFP were due on Sunday, September 7.

Nussbaum Housing Partnership Fund RFP
The City of Greensboro’s Community Safety Department requested proposals to provide supportive services to residents who are homeless or at imminent risk of homelessness.

Applications were due by 5 pm, Thursday, June 12.

Community Development Block Grant RFP

The City of Greensboro Community Safety Department sought proposals to provide emergency shelter to households experiencing homelessness with federal Community Development Block Grant (CDBG) funds.

Responses to this RFP were due on April 25, 2025.

Permanent Housing and Support Programs RFP

The City of Greensboro Housing & Neighborhood Development Department sought proposals to provide rapid rehousing, tenant based rental assistance, short-term rent, mortgage and utility assistance, and permanent housing placements with federal Emergency Solutions Grant (ESG), and Housing Opportunities for People with AIDS (HOPWA) grant.

Responses to the ESG RFP and the HOPWA RFP were due on April 4, 2025.

Affordable Multifamily Development RFP

The City sought proposals for eligible multi-family rental housing that have submitted preliminary applications to the North Carolina Housing Finance Agency for 2025 Low-Income Housing Tax Credits (LIHTC) or have a project with a previous LIHTC award and no current funding award through the City of Greensboro. This RFP will award approximately $1.8 million using the federal HOME Investment Partnership (HOME) Program funds in addition to City Housing Bonds and available Housing Opportunities for Persons with AIDS funds. 

Applications were due on March 21, 2025.

Sale/Redevelopment of 817 Summit Ave. RFP

The City seeks proposals from experienced, qualified real estate development firms/teams for the new construction or rehabilitation of structures at 817 Summit Ave. for affordable rental housing.

Proposals to this RFP were due October 30.

Tornado Disaster Recovery Program RFP
Funds have been exhausted and program is closed. The program helped homeowners impacted by the April 2018 tornado with the repair or reconstruction of their property and to build new homes in tornado-impacted neighborhoods.

 

If the City uses federal funds for any project, then organizations must also comply with all required federal construction terms and conditions and additional review processes.
