A program run by the City of Greensboro that gives the Human Rights Department jurisdiction to investigate, combat, and settle cases in which housing discrimination has taken place. Housing discrimination is defined as refusing to rent, sell, loan, or lease to someone based on their race, color, national origin, religion, sex, disability, and/or familial status.

The investigation process is as follows: complainant is interviewed, a formal complaint is filed with the US Department of Housing and Development, responding parties and witnesses are interviewed, data is collected, a determination of reasonable or no reasonable cause over whether discrimination has occurred happens, and conciliation efforts are made.

City’s FHAP was created to affirmatively further fair housing practices through educational outreach, training, and enforcement of state and local fair-housing laws.

Before you call our office or fill out our online intake form, it's helpful to know:

1. Landlord-Tenant Mediation and Fair Housing Investigation services are free of charge. 
2. Interpreter services are available free of charge. 
3. We may need to set up additional appointments to review your case. We can set up appointments over the phone or in person.
4. We may request documentation, a copy of your lease, and witness testimony.

A mediation program that is jointly run by the Human Rights Department and the University of North Carolina at Greensboro's Peace and Conflict Studies Department to open communication between landlords and tenants regarding housing issues.

The LTDP is a free, voluntary, and confidential program that provides an alternative to court actions, and can be done either by phone or face-to-face. The mediation/conciliation process collects contact information of parties to the dispute, defines issues, establishes goals, presents a summary of facts, explores possible solutions, and attempts to reach a mutually satisfactory agreement between disputants.

If maintenance issues have gone unresolved, a referral will be made to the Code Compliance Office of the City's Housing & Neighborhood Development Department.

If Code Compliance takes a case, the process is as follows:

• An investigation of the home takes place in search of code violations.
• A report will be made that compiles any violations discovered.
• The report will be given to the current tenant and landlord.
• The landlord will be served notice about fixing or be in the process of fixing any code violations.

If landlords do not comply with Code Compliance recommendations, they will be fined and the home investigated may be condemned, depending on the severity of violations.
