   In the case of a retiree’s death, the family should contact the retiree’s assigned benefits consultant and the North Carolina Retirement Systems Division at 919-814-4590.

3. Who should I contact about coverage questions related to the City’s medical and/or dental plans?

1. How do I change my direct deposit with the North Carolina Local Government Retirement System (NCLGERS)? 
   
   

   To change your direct deposit information for your NCLGERS pension benefits online, you'll need to log into ORBIT, the online system for the North Carolina Retirement System, and navigate to the Maintain Direct Deposit section. Or you can complete and mail Form 170, authorizing Direct Deposit to the Retirement Systems Division.

2. How do I change or update my pension beneficiaries? 

   To update or change your beneficiaries with the North Carolina Retirement System, you'll need to access ORBIT, the online portal for the retirement system. Log into ORBIT, and navigate to the Maintain Beneficiaries section. You may add, edit, or delete beneficiaries’ information.

3. How can I obtain a letter regarding my monthly pension benefit? 

   To obtain a letter about your monthly pension benefit from the North Carolina Retirement System, you can access your ORBIT account online and request an Income Verification Letter. This letter can be generated and emailed or mailed to you at the address on file.

4. Can I still work and collect my NCLGERS pension?

Yes, in most cases, you can work while collecting a NCLGERS pension. However, there are return-to-work provisions that may affect your monthly benefits. If you return to work in a position with pensionable earnings through NCLGERS (Local Governmental Employees Retirement System), your benefits may be suspended or reduced, depending on your earnings.

1. What benefits am I eligible for when I retire from the City?

   City of Greensboro retirees who are not yet 65 are eligible to maintain their medical and/or dental coverages at retirement. The City of Greensboro does not offer a retiree vision benefit.

   The current UnitedHealthcare medical coverage options for retirees 64 or younger are:  

   • UnitedHealthcare Choice Plan (covers in-network care only)
   • UnitedHealthcare Choice Plus Plan (covers in- and out-of-network care)
   • Retired employees with at least 20 years of service receive a monthly contribution from the City of Greensboro for their medical premium. This contribution lowers their overall monthly premium amount and is automatically applied to their current health plan.
   • The City does not contribute to retirees’ dental premiums.
   • Retirees may opt to waive enrollment in the medical and dental plans.
     • Employees who retired with at least 20 years of service with the City, not yet 65, and opt out of enrollment in the medical plan may be eligible for the retiree Medical Reimbursement Account (MRA). This is available only during Open Enrollment.

        

2. When does my retiree medical coverage end with the City of Greensboro?

   Medical coverage through the City for a retiree and/or their spouse will end on the last day of the month prior to the month in which they turn 65. This is because the retiree and/or their spouse become(s) eligible for Medicare due to age on the first day of their 65th birthday month. For example: 

   • If retiree John Doe turns 65 on April 10, 2026, his City of Greensboro medical coverage ends on March 31, 2026, as he becomes Medicare-eligible on April 1, 2026.
   • If retiree Jane Doe turns 65 on April 1, 2026, her medical benefits through the City would end on March 31, 2026, since Medicare eligibility begins on April 1, 2026.

     Termination of coverage due to age is automatically updated by the City’s eligibility system. This means retirees do not need to contact their benefits consultant to cancel their coverage.  The benefit consultant will automatically adjust the retiree’s monthly medical premium to reflect the termination of their coverage under the medical plan. This occurs for premiums deducted from the monthly pension check and premiums drafted monthly from your designated checking/savings account.  

     Medical coverage for any eligible dependents (spouses under 65 and dependent children under 26) will remain in force. If the retiree no longer wants medical coverage for their dependents, they must contact their assigned benefits consultant to cancel. 

     If a retiree has a question regarding turning 65 and maintaining dependents on the medical plan, they may contact their assigned benefits consultant. 

      

3. Does the City offer a Medicare Advantage Plan for Retirees?

   Effective January 1, 2026, the City of Greensboro will no longer maintain a relationship with UnitedHealthcare (UHC) Medicare Advantage Plan (MAP). This means your current enrollment in the MAP designated for City of Greensboro retirees will terminate on December 31, 2025, and no new enrollments will be accepted.

4. How long can I keep my dependent child(ren) on the retiree medical plan?

   Dependent children may remain on the medical plan until they turn 26. Coverage terminates on the last day of the month of their 26^th birthday.

   The City’s benefit consultants will automatically adjust the retiree’s monthly medical premium to reflect the termination of the dependent child(ren)’s coverage under the medical plan. This occurs for premiums deducted from the monthly pension check and premiums drafted monthly from your designated checking/savings account. 

    If you have a disabled, dependent child, please contact UnitedHealthcare to request a Disabled Dependent Certification application at least 60 days prior to the month your dependent turns 26. This application must be submitted before the end of the month in which the dependent turns 26.

5. If I do not enroll in the Dental Plan when I retire, can I enroll in the future?
   
   No. If you did not enroll yourself or your dependents in the City of Greensboro Delta Dental Retiree plan at the time of your retirement, you are not allowed to enroll in the future.  
   
   

6.  Can I add my spouse and/or dependent to my dental plan?
   
   No. During your initial retirement consultation with a benefits consultant, you were provided an opportunity to enroll all eligible dependents on your dental plan.  If you did not enroll or add dependents during that time, you are ineligible to add them at a later date.
   
   If you acquire a new dependent (spouse or child) after retirement, you must contact your assigned benefits consultant within 31 days of this qualifying event to request dental coverage.  You will be required to provide a certified copy of the marriage certificate for a spouse or certified copy of birth certificate for your dependent child at the time of the enrollment request.  

7. How long can I keep my dental coverage through the City?

   There is no age cap for the City of Greensboro retiree dental plan. Retirees and spouses may maintain dental coverage until they wish to cancel. The retiree must be enrolled in the dental plan in order for the spouse to be on the plan. Children may remain on the dental plan until the last day of their 26^th birthday month.  

8. What are considered qualifying life events that would allow me to change my benefits outside of Open Enrollment?

Qualifying life events are changes in the legal status of a family that permits changes in benefit coverage. Status changes include marriage, birth or adoption of a child, placement of a child for adoption, legal separation, divorce, loss of dependent status, or a substantive change in employment status for the employee or spouse. You are required to provide proof of your qualified life event. Acceptable forms of proof include, but are not limited to: 

• Copy of certified marriage certificate
• Copy of certified birth certified
• Copy of proof of loss letter on company letterhead
• Copy of COBRA Notice
• Copy of certified divorce degree

To initiate the process, please reach out to your assigned benefits consultant. They will provide you with the required documents for you to complete.  You must notify your assigned consultant within 31 days of the qualified life event change. 

As a retiree, what do I need to do for Open Enrollment?

Retiree Open Enrollment is generally in the fall (October/November). You will receive a letter in the mail informing you of your current benefit elections. 

If you do not have any changes you wish to make, then you do not have to do anything with the Open Enrollment Letter. Please maintain a copy of the Open Enrollment Letter with your current benefit-year elections and premium amounts, to assist with tax preparation.  

If you DO have changes to your medical and/or dental coverage(s), please mark the changes on your Election Form and return the letter to the address noted for processing. All changes must be received no later November 30.  

Retirees who waive health coverage and have at least 20 years of service may be eligible to enroll in the retiree Medical Reimbursement Account (MRA) for the upcoming benefit year.

• MRA amounts are based on years of service with the City: 20-24 years, 25-29 years, and 30+ years. 
• MRA is a use-it-or-lose-it benefit, which expires on the last day of the calendar year.  
• MRA benefits are reset every January 1.
• MRA amounts are prorated for retirees in the year in which they turn 65.
• The MRA benefit terminates on the last day of the month in which the retiree turns 65.
