College Hill Municipal Service District Program

The College Hill Municipal Service District (MSD) was established in 1989 to improve the environmental quality and marketability of properties in College Hill, and to improve public safety in the neighborhood. The boundaries of the MSD are the same as those of the locally-zoned historic district. Although MSD funds may be used for any service, facility, or function that the City of Greensboro may by law provide in the City, most projects involve improvements to the public rights-of-way.

College Hill property owners fund projects through additional property tax payments. The current MSD tax rate in College Hill is an additional $0.01 on every $100 of property subject to taxation. As required by state law, the City consults with property owners on the use of the funds. Those plans are documented in a three-year capital improvement plan. The current plan was adopted by the College Hill Neighborhood Association during July 2025.

MSD funds were used to assist with restoration of the granite wall on South Mendenhall Street near the entrance to the historic district. It collapsed and was in danger of being lost. The neighborhood association worked with the City to develop a cost-sharing program that provided the incentive for the property owner to repair the wall.
