Registration and License Requirements for Panhandling

If you want to panhandle -- beg for or solicit money for personal gain -- in Greensboro, you must first undergo a criminal background check by the Police Department and then get a Privilege License from the City's Collections Division.

The background check may take up to 10 business days to complete and is free of charge. Contact the Police Department at 336-373-2222 to start the process.

To then apply for a license to panhandler, visit the Collections Division or call 336-373-2501. There is no charge for the license. To start the process, you must present to Collections two forms of identification: one must be a NC driver's license and the other can be either a social security card, birth certificate, or a military identification card. 

Panhandler Licenses are valid until the end of each fiscal year - June 30 - and you must repeat the background check and reapply for a license every year.
