Comprehensive Transportation Plan

The Comprehensive Transportation Plan (CTP) is a long-term "wish list" of recommended transportation improvements. It does not have a specific timeline, costs, or funding sources. Procedurally, the CTP replaces the Thoroughfare Plan for regulatory requirements, although we will continue to maintain the Thoroughfare Plan for local purposes (see below).

The CTP consists of a series of maps, accompanied by text documents. CTP components include highways, bicycle and pedestrian facilities, public transportation, and passenger rail. The CTP highway component classifies roadways according to a system based on the level of access control (number of driveways) of each roadway. Traffic analysis data and stakeholder involvement findings support the classification process. The access control classifications will also be cross-referenced with the Thoroughfare Plan classifications to clearly show how they relate. The CTP will complement the area's Thoroughfare Plan and Collector Street Plan and will be used to fulfill the state mandate (NCGS 136-66.2) for a Highway Needs Plan.

Thoroughfare Plan

The Greensboro Urban Area Thoroughfare Plan is a map of existing and proposed highways, major thoroughfare streets, minor thoroughfare streets, interchanges, and grade-separations. The Thoroughfare Plan shows the area's thoroughfare needs and has been carefully prepared to provide safe, efficient, and convenient movement of vehicles into, out of, and through the urban area.

The Thoroughfare Plan is also a land-use planning tool that corresponds with local development ordinance requirements for right-of-way dedication, building setback (location to roadway), and roadway construction, with the aim of reducing significant impacts to developed properties. Unlike the Long Range Transportation Plan, the Thoroughfare Plan does not specify the timing of proposed roadway projects.

The first Thoroughfare Plan for the Greensboro Urban Area was adopted in 1954 and there have been many revisions since. For accurate information about street classifications prior to July 27, 2005, contact MPO staff
