The MPO maintains plans and processes for the area as required by federal law.
Metropolitan Transportation Improvement Program (MTIP)
The 2026-35 MTIP was adopted at the September 24, 2025 TAC meeting.
The MPO is also engaged in the Prioritization 8.0 process to develop the 2028–2037 STIP/MTIP. The following documents are retained for historical reference. For current process information, please see the P8 StoryMap.

2050 Metropolitan Transportation Plan
The Metropolitan Planning Organization is working to overhaul its long-range transportation plans and develop the 2050 Metropolitan Transportation Plan. Important for identifying future transportation needs, priorities, and projects, the plan will update the long-range regional transportation investment strategy for the next 25+ years. The TAC adopted the 2045 Metropolitan Transportation Plan on December 9, 2020.
The new 2050 MTP superseding the 2045 MTP is due for adoption December 2025. The plan assesses future area transportation needs, issues, and recommendations, plus future transportation investment recommendations.

The Comprehensive Safety Action Plan or CSAP will include a detailed study of traffic crashes and conditions with the goal of identifying strategies and projects to prevent and reduce fatal or serious injury crashes.
The 2025 Congestion Management Process is currently under development in coordination with the 2050 Metropolitan Transportation Plan.
2020 Congestion Management Process
With an urbanized area population of over 200,000, the Greensboro MPO is a designated Transportation Management Area and required to develop a Congestion Management Process (CMP).
The CMP serves as a resource for data and information related to roadway, public transportation, and bicycle and pedestrian traffic for the MTP and MTIP. The document outlines the MPO process for data collection to conduct system-wide and corridor-level analyses.
The 2020 Congestion Management Process was approved by the TAC on February 26, 2020.
The Greensboro Urban Area Bicycle, Pedestrian, Trails and Greenways (BiPed) Plan details strategies and recommendations to meet the MPO’s area's walking, bicycling, and trail needs. Recommended in both the 2045 Metropolitan Transportation Plan (MTP) and the City's Comprehensive Plan, the BiPed Plan addresses infrastructure projects and programming to support bicycling and walking in the MPO area. The Plan incorporates recommendations and findings from the bicycle and pedestrian plans of local MPO municipalities, including the Oak Ridge Pedestrian Plan and the Pleasant Garden Bicycle and Pedestrian Plan.
The BiPed Plan was adopted by the Transportation Advisory Committee (TAC) in November 2015 and Greensboro City Council in May 2016. The TAC followed its approval of the Update's resolution by taking the first step towards Plan implementation and adopted a MPO Complete Streets Policy.
The TAC adopted BiPed Plan amendments in July 2018, May 2023, and March 2024. The amendments revised facility recommendations and updated the status of completed projects that were constructed after the Plan’s initial adoption in 2015.

Thoroughfare & Collector Street Plan
September 2025 Thoroughfare & Collector Street Plan Changes
The Greensboro Urban Area Thoroughfare and Collector Street Plan was updated and adopted by the TAC September 24, 2025 to include amendments and modifications proposed by member jurisdictions and the development community. Major amendments and minor modifications were made available for public review from July 8 through August 8, 2025. The 2025 Thoroughfare & Collector Street Plan Changes are available below.

About the Plan
The Thoroughfare and Collector Street Plan, adopted by the Transportation Advisory Committee (TAC) and last revised on May 10, 2023, serves as the official map of freeways, major and minor thoroughfares, and collector streets within the Greensboro Urban Area. The Town of Sedalia Planning Board subsequently adopted its updated version of the plan on August 4, 2025.
The MPO’s current plan consolidates the previous Thoroughfare and Collector Plans into a single document. It reflects updates where:
- Previously planned streets have been constructed
- Planned routes are no longer feasible or necessary
- Alignments require adjustment due to development or environmental factors
- Street classifications need revision
Purpose and Application
Referenced in the Land Development Ordinance, the plan guides:
- Street design standards including width, cross section, access, sidewalks, bicycle and transit facilities, and related features by roadway classification
- Acquisition and protection of public rights-of-way during land development
- Location and development of future thoroughfares and collector streets
- Management of access points along thoroughfares
- Proper siting of new construction to avoid conflicts with existing or planned freeways and major streets

2020 Comprehensive Transportation Plan
The Comprehensive Transportation Plan (CTP) is a series of maps displaying long-term recommendations for highways, bicycle and pedestrian facilities, public transportation, and passenger rail projects. The CTP is different from the Metropolitan Transportation Plan as it is not required to specify timelines, costs, or funding sources.
The CTP replaced the Thoroughfare Plan to fulfill the state mandate (NCGS 136-66.2) for a Highway Needs Plan and complements the Thoroughfare Plan, which is still maintained for local purposes.
The Comprehensive Transportation Plan was adopted at the December 9, 2020, TAC meeting.
Transit Plans
The MPO works closely with NCDOT and public transit agencies under the Transportation Improvement Program to secure funding from FTA formula programs, discretionary grants, and federal highway funding flexed to transit projects, in addition to other opportunities as identified.
The Program of Projects is a list of planned federal and state transit grants to support bus and paratransit services in the current fiscal year, FY 2025 (from October 1, 2024 to September 30, 2025). The proposed grants are for the Greensboro Transit Authority (GTA), the Piedmont Authority for Regional Transportation (PART) and Guilford County Transportation and Mobility Services (TAMS), all of which operate in the Greensboro MPO area. The Program of Projects is a list of Federal Transit Administration (FTA) grant requests that support bus and para-transit services for the fiscal year (FY). In order to be eligible for inclusion, the transit project must be identified in the Metropolitan Transportation Improvement Program or the Unified Planning Work Program.
The Program of Projects for Fiscal Year 2025 was adopted by the Transportation Advisory Committee at its May 2025 meeting.
The Program of Projects for Fiscal Year 2026 was adopted by the Transportation Advisory Committee at its November 2025 meeting.
The Program of Projects covers the Greensboro Transit Authority, Guilford County Transportation and Mobility Services, and Piedmont Authority for Regional Transportation, all of which operate in the Greensboro MPO area. They include anticipated FTA formula grants under the following programs:
- Section 5303 Metropolitan Planning
- Section 5307 Urbanized Formula
- Section 5310 Enhanced Mobility of Seniors and Individuals with Special Needs
- Section 5339 Bus and Bus Facilities.

The Mobility Greensboro 2040 Plan establishes short-term and long-term strategies designed to improve public mobility in the region. To achieve this, Greensboro Transit Agency conducted an in-depth study that assesses the changing transit needs of the Piedmont Triad's residents, workers, students, and visitors.
The findings led to the development of recommendations designed to build upon the current network's performance strengths, maximize ridership, improve the overall rider experience, respond to market opportunities, and ensure the system's financial sustainability. The recommendations are based on analysis of existing and future market conditions, service performance data, and feedback from GTA riders.

The Coordinated Human Services Transportation Plan (Coordinated Plan) guides the selection of projects for funding under Federal Transit Administration (FTA) Human Services Transportation programs. These programs focus on unmet transportation needs and transportation priorities for persons with disabilities, older adults, and individuals with lower incomes. The primary funding source is the Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program.
A 2016 Routine Amendment, enacted by the TAC in the April 24, 2019, meeting, implemented a recommendation from FTA and NCDOT to make transit vehicle purchases by sub-grantees (TAMs and nonprofit organizations) an ineligible expense. This policy has been included in the Coordinated Plan ever since, including in the current version adopted in June 2024.
The Coordinated Plan was first adopted in 2008, with the most recent update adopted in June 2024.
